Open Question: Do I required to have insurance and any crucial things for non-motored boats?

I live in Ohio around the Cleveland area (Lake County), i go fishing a lot and am hoping to get a simple row/paddle or air-pumped boat. However, being a beginner who apparently got a license years ago and possible forgot everything now, but I do know the basic safeties, I do not know ANYTHING about getting a boat. Such as in this case, I don't know if I must be required for insurance and possibly anything else. But keep this in mind, I only need a small simple boat enough for 2-3 people for FISHING to paddle around the small creeks and rivers, not anything like Lake Erie.
